Pair are fined for burying waste

TWO men have been ordered to pay more than £20,000 between them for illegally burying waste on a farm.

Terry Dean Jacobs, 44, and from Redditch, and Colin Leslie Parsons, 69, from Kidderminster pleaded guilty at Redditch Magistrates’ Court to charges relating to the illegal burial of waste on West Lodge Farm, on Swan Lane, Upton Warren, between July 1 and October 2, 2011.

Parsons was fined £4,000, with £6,000 costs and was ordered to pay a £15 victim surcharge for operating a regulated waste operation when there was no environmental permit in force authorising it.

Jacobs owned the land and received payment to allow the burial of waste on the site while Parsons had hired equipment to transport waste to the field.

The charges were brought by the Environment Agency which investigated the site after a member of the public reported the illegal operation.

Officers found a large disturbed 52m by 52m area of ground with black plastic bags, plastic protruding out of the soil, a fresh pile of soil to the side and plant machinery which was traced back to Parsons.

Jacobs was given a notice in 2012 which required all waste to be removed from the site by February 15 2013, which was not complied with.
